ticket to Otsu can be purchased at a green wicket (3130 yen)
take Airport Express Haruka (about 75min to Kyoto)
=> JR Kyoto station (platform #30) -> platform #2
Make sure the stops by an electronic signboard at #2 platform
Kyoto => Yamashina => Otsu => ... (Biwako line) Correct!
Kyoto => Yamashina => Otsukyo => ... (Kosei line) Wrong!
Otsu is the second stop from Kyoto (about 9min)
=> JR Otsu station
Take a taxi (530yen) or a free shuttle (every 15min; make sure the destination is Biwako hotel because two hotels are using this shuttle stop)

Transportation from Narita International Airport
It takes about 4 hours from Narita Airport to Kyoto station by train.
Using JR (Japan Railway) will be the simplest way (shown below).

Express charge (Shinkansen to Kyoto) 5700/4870yen (reserved/non-reserved seat; Nozomi shinkansen)
It takes about 70min to Shinagawa with Narita Express.

It takes about 130min with Nozomi Shinkansen
